Government
finalising Electoral Bonds Scheme: Arun Jaitley
On 28th September 2017, Finance Minister Mr.Arun Jaitley said that, the government is finalising the Electoral Bonds Scheme, in New Delhi.
Electoral Bonds Scheme:
i. Mr.Arun Jaitley announced this at a book release, named ‘India@70 Modi@3.5’.
ii. This is being done in a move to monitor political funding.
iii. According to the electoral bond mechanism, the proposed bonds will resemble a promissory note and not an interest-paying debt instrument.
iv. They will be sold by authorised banks.
v. They can be deposited in notified accounts of political parties within the duration of their validity.
vi. The bonds will not carry the name of the donor.
vii. Depositing money through banks will make sure that only tax paid money comes into the political system.

Viswanathan headed committee to deal with hate speech on internet
On 28th September 2017, a committee headed by Mr.T.K.Viswanathan, submitted a report to the Home Ministry, regarding new laws or amendments to deal with hate speech on the internet, in New Delhi.
News laws to deal with Internet hate speech:
i. This committee was formed after the Supreme Court ruled out section 66A of the Information Technology (IT) Act.
ii. The committee has suggested that section 78 of the IT Act needs to be substituted and Section 153 & 505A of the Indian Penal Code needs to be amended.
iii. The committee has recommended that each state should have a State Cyber Crime Coordinator, which should be an officer not below the rank of Inspector General of Police.
iv. Also, each district should have a District Cyber Crime Cell, headed by an officer not below the rank of sub-inspector.

MoU with Norway & collaborates with US and Japan
Government of India has collaborated with US, Japan and Norway in the fields of health security, rail safety and health co-operation respectively.
India and Norway sign ‘Letter of Intent’ to extend health co-operation:
i.Indian Ministry of Health and Family Welfare signed a ‘Letter of Intent’ with the Norwegian Ministry of Foreign Affairs.
ii.This Letter of Intent aims to extend the co-operation in health sector through the Norway India Partnership Initiative (NIPI) for a period of 3 years, starting from 2018.
India and United States renew Commitment on Health security:
i.India and United States renewed their commitment to work together in the healthcare sector.
ii.This would provide better solutions to the health challenges faced by the people of both the countries.
India and Japan Co-operation in Rail Safety:
i.Indian Ministry of Railways had requested Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) for technical co-operation in Rail Safety.

launches monthly ‘Jan Sampark’ Program to facilitate adoption
On 27th September 2017, the Central Adoption Resource Authority (CARA) started a monthly ‘Jan Sampark’ program to enable the public to obtain information related to Adoption, in New Delhi.
Jan Sampark:
i. This programme is the first of its kind, regarding adoption.
ii. Around 150 Prospective Adoptive Parents (PAPs), Adoptive Parents and representatives of agencies participated in the session.
iii. The session lasted more than four hours.
iv. Details regarding Immediate Placement and Special Needs Adoption Module of Child Adoption Resource Information & Guidance System (CARINGS) and the newly launched Grievance/Query portal were shared with the participants.
v. This event will be a regular feature every month apart from the quarterly Facebook live chat by CARA.
vi. CARA operates under the Ministry of Women and Child Development.

Indian Navy commissions INS Tarasa, a Water Jet Fast Attack Craft at MumbaiOn 26th September 2017, INS Tarasa, a Water Jet Fast Attack Craft (FAC) was commissioned into the Indian Navy by Vice Admiral Girish Luthra, Flag Officer Commanding-in-Chief, Western Naval Command at the Naval Dockyard, in Mumbai.
i.INS Tarasa is 50 m long.It is powered by three water jets, with speed more than 35 knots (65 km/hr).It is equipped with a 30 mm main gun and several light, medium and heavy machine guns.
ii.INS Tarasa was built by the Garden Reach Shipbuilders and Engineers (GRSE), Kolkata.This is the last Water Jet Fast Attack Craft (FAC) built by Garden Reach Shipbuilders and Engineers (GRSE).
iii.This is the second ship of the Indian Navy to be named INS Tarasa. The first INS Tarasa was in service of the Navy from 1999 to 2014.
