Govt proposes rolling out e-Sansad, e-Vidhan in Parliament & State Legislatures
18th All India Whips’ Conference began in Udaipur, Rajasthan on January 8, 2018. The two-day conference was inaugurated by Union Minister of Parliamentary Affairs and Chemicals & Fertilizers, Ananth kumar.
About e-Sansad and e-Vidhan projects:
i. Among other things, rolling out of e-Sansad and e-Vidhan in Parliament and State Legislatures will also be considered during the course of the conference.
ii. e-Sansad and e-Vidhan are Government of India’s projects under Digital India, aimed at making the functioning of Parliament and State Legislatures paperless.
iii .Ministry of Parliamentary Affairs is the Nodal Ministry for implementation of e-Sansad and e-Vidhan projects.
iv. These projects would not only make the functioning of Parliament and State Legislatures participative, transparent, responsive, productive and more accountable but will also promote Government of India’s  ‘Go Green’ initiative.
BSES launches rooftop solar single-point for apartment complexes
On January 7, 2018, BSES Rajdhani Power Ltd (one of Delhi’s two electricity distribution companies) launched “Solar City Initiative”, aimed to maximise rooftop solar power use in south and west Delhi.
BSES Rajdhani’s ‘Solar City Initiative’:
i. Under this initiative, rooftop solar installations will be provided at a single point for the entire apartment complex unlike conventional method of having individual installations.
ii. This initiative has been launched in partnership with the United States Agency for International Development (USAID) PACE-D and Indo-German Collaboration (GIZ).
iii. Around 150 residential societies will be targeted in the first phase. Depending on the response, the programme will be expanded to other residential segments across Delhi.
iv .From cosumers’ perspective, these installation may lead to monthly saving on bills of about Rs 750 for a period of 25 years
Delhi govt launches common card for bus, metro rides
On January 8, 2018, Delhi Chief Minister, Arvind Kejriwal launched a common card for rides on public buses and the metro.
Delhi Govt’s common card for bus, metro rides:
i. Delhi is thus the first city in India to have such common mobility card.
ii. This card can be used at on 200 Delhi transport Corporation (DTC) and 50 cluster buses running on different routes as well as on metro trains.
iii. The common card can also function like a debit card. It will be operational in all DTC and cluster buses from April 1, 2018.
PM Narendra Modi attends Annual DGP Conference at BSF Academy in Tekanpur
On 7th and 8th January 2018, Prime Minister Narendra Modi took part in the Annual Conference of DGPs and IGPs at the BSF (Border Security Force) Academy in Tekanpur, Madhya Pradesh.
Annual Conference of DGPs and IGPs:
i. The DGPs Conference is conducted annually. It has participation from top police officials from all over India. They discuss issues related to security matters.
ii. This Annual DGP Conference is held outside the national capital in line with Prime Minister’s vision to conduct such conferences all over India, not restricted only to Delhi.

Uttar Pradesh govt restricts use of loudspeakers at religious, public places
Uttar Pradesh State Government has directed all District Collectors and Superintendents of Police to take action against unauthorised loudspeakers and public address systems installed at religious and public places.
i. The officials have been directed to conduct a survey for the same and submit a detailed report to State Government on January 10, 2018.
ii. Those using loudspeakers without approval should obtain permission by January 15, 2018, failing which, action will be taken against them under the Noise Pollution (Regulation and Control) Rules, 2000.
iii. All unauthorised equipments would be removed by January 20, 2018 in accordance with direction of the Allahabad High Court.

Bengaluru has emerged as the most well read city in India, while Mumbai and Delhi stands at second and third position, respectively, according to a survey conducted by Amazon India’s Annual Reading Trends Reports for 2017.
  • Among books, ‘Indian Polity (5th Edition)’ ranked as the top selling book on Amazon India across the country while ‘Sita – Warrior of Mithila’ emerged as the highest selling fiction book of 2017.     
2. Govt to set up FTII in Arunachal Pradesh
Arunachal Pradesh would get its first Film and Television Institute, being set up by the union government as part of tapping the potential of the North Eastern region, Union Minister Dr Jitendra Singh said.
  • This would be the second such one in the country.

  • The first Film and Television Institute of India (FTII) was set up in Pune, an autonomous institute operating under the Information and Broadcasting Ministry.
  • It was established in 1960. Anupam Kher is its present Chairman.
3. 18th All India Whips Conference to start from Jan 8
Deliberations on paperless parliament and state legislatures by rolling out e-Sansad and e-Vidhan are on the agenda of 18th All India Whips Conference to be held in Udaipur.
  • Union Parliamentary Affairs minister Ananth Kumar is slated to inaugurate the conference to be held on January 8 and 9.
  • It will be attended by whips of various political parties from different states.

1. US puts Pakistan on Special Watch List
The US has placed Pakistan on a ‘Special Watch List’ for “severe violations” of religious freedom.
  • It is the only country to be put under the newly-formed list.
  • The Special Watch List is for countries that engage in or tolerate severe violations of religious freedom but may not rise to the level of the CPC.
2. Tamil Nadu leads the nation in higher education enrolment
Tamil Nadu has emerged as the leader in the country in terms of Gross Enrolment Ratio (GER) in higher education.
  • The All India Survey on Higher Education report (2106-2017), released by Minister of Human Resource Development Prakash Javadekar , saw the State lead with a GER of 46.9%.
  • Among Union Territories, Chandigarh recorded 56.1%.
  • GER for higher education is calculated with reference to the age group 18-23.
3. Mamata Banerjee launches West Bengal govt’s official emblem  
The West Bengal government has launched its official emblem in a programme at Nabanna, two days after getting the approval from the central government.
  • The official emblem is conceptualised and designed by Chief Minister Mamata Banerjee.
  • Terming the occasion as historic, she said the state emblem – the “Biswa Bangla” logo with Ashoka Pillar of the national emblem – would be used in all the official works and documents of the Bengal government from now on.

1. World Braille Day: 4 January
World Braille Day is annually celebrated on January 4, the birthday of Braille inventor, Louis Braille.
  • The day recognizes the contributions of Louis Braille in helping blind and visually impaired people to read and write.
  • Braille is a code that uses bumps and indentation on a surface to represent letters, which can be recognized by touch.
  • Louis Braille, a French man who was blinded in an accident at a very young age, invented it.
2. Iceland Becomes First Country to Enforce Equal Pay Laws
Iceland has become the first country in the world to legalize equal pay, charting a new history.
  • Under the new law, companies and government agencies that employ at least 25 people will be fined if they can’t prove they pay men and women equally.
  • Iceland has been ranked by the World Economic Forum (WEF) as No. 1 in gender equality for the past nine years.
3. Govt launches Swachh Survekshan 2018
The government has announced the launch of cleanliness survey for this year as part of Swachh Bharat Mission.
  • The Swachh Survekshan 2018 will rank 500 cities on national level which have more than 1 lakh population, while 3,541 cities with less than 1 lakh population will have State and Regional ranking.
  • The 2017 edition was conducted in January-February 2017 covering 434 Urban Local Bodies. Indore emerged as the cleanest city in the country in that survey.

1. India Cancels $500 Million Deal For Israeli Anti-Tank Missiles
India has cancelled a $ 500 million deal to buy 1,600 Spike anti-tank guided missiles from Israel, the state-owned defense contractor Rafael Advanced Defense Systems announced.
  • Spike is a man-portable “fire and forget' missile that can hit moving targets such as a tank.
  • India had opted for the Israel's Spike over the Javelin missiles offered by Washington in 2014.
2. Indian Railways to install GPS devices on 2,700 electric locomotives
In a bid to provide real time train information, the government plans to install GPS devices on over 2,700 electric locomotives by December 2018, Parliament was told.
  • “Railway Ministry in collaboration with Indian Space Research Organisation (ISRO) is implementing Real-Time Train Information System (RTIS) which involves tracking of train by placing GPS/GAGAN (GPS Aided Geo Augmented Navigation System) based devices on locomotives,” Minister of State for Railways Rajen Gohain told the Lok Sabha in a written reply.
  • “In Phase one, the RTIS project will cover about 2,700 electric locomotives in which the GPS device will be installed.
  • This phase is planned to be completed by December 2018,” he said.
3. Government approves Rs 6,809-crore Zojila Pass tunnel project in J&K  
The Union Cabinet has approved the construction of Asia's longest bi-directional Zojila Pass tunnel at an estimated cost of Rs 6,089 crore, which will reduce the travel time between Srinagar and Leh to 15 minutes from the current 3.5 hours.
  • The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, gave its go-ahead to the 14.2-km long tunnel project in Jammu and Kashmir to provide all-weather connectivity between Srinagar, Kargil and Leh, which remains cut-off from the rest of India during winters due to heavy snowfall.

1. Jharkhand CM launches programme
Jharkhand Chief Minister Raghubar Das has launched "Saubhagya Yojana", a programme that would provide electricity to all the 29,376 villages in the state.
•    Launching the "Saubhagya Yojana" here, Das said only 38 lakh households out of 68 lakh households in the state could get electricity in 67 years.
•    However, this government has provided electricity to 13 lakh households in just three years.
•    By December 2018, the target is to provide electricity to the rest 17.64 lakh households.
2. Joint Schemes for SC, OBC, Safai Karamcharis and Disabled Persons
The Government is implementing a Scheme, namely the Deendayal Disabled Rehabilitation Scheme (DDRS) that provides grant-in-aid to non-governmental organizations for various projects relating to rehabilitation of persons with disabilities. 
•    The objective of the scheme is to enable persons with disabilities to reach and maintain their optimal, physical, sensory, intellectual, psychiatric or social functional levels.
3. UP theme state for Surajkund crafts mela
The Haryana tourism department has disclosed that Uttar Pradesh would be the theme state for the 32nd Surajkund International Crafts Mela, which would be organized at Surajkund, Faridabad from February 2 to 15.
•    Apart from all other states, about 24 countries would also participate in it.
•    The fair organized by the Haryana Tourism and Surajkund Fair Authority in collaboration with the Union ministries of tourism, textiles, culture and external affairs, exhibited handicrafts, handloom variety and prosperity of India at global level.

1. Saudi Arabia, UAE introduce VAT in first for Gulf
Saudi Arabia and the United Arab Emirates introduced value-added tax, a first for the Gulf which has long prided itself on its tax-free.
  • The five percent sales tax applies to most goods and services and analysts project that the two governments could raise as much as $21 billion in 2018, equivalent to 2.0 percent of GDP.
  • The other four Gulf states, Bahrain, Kuwait, Oman and Qatar are also committed to introducing VAT but have delayed the move until early 2019.
2. Maneka Gandhi to inaugurated online portal ‘NARI’
In a big leap forward to empower women, the Minister of Women & Child Development, Smt Maneka Sanjay Gandhi has inaugurated an online portal NARI in New Delhi.
  • Developed by the Ministry of Women & Child Development, the portal will provide women citizens with easy access to information on government schemes and initiatives for women.
  • Further to provide a platform for NGOs and Civil Societies to interact with the Ministry of Women & Child Development, e-Samvad portal has also been developed which was inaugurated by the WCD Minister.
  • The NARI portal summarizes over 350 government schemes and other important information for the benefit of women, with more being added everyday.
  • There are tips on good nutrition, suggestions for health check ups, information on major diseases, tips for job search and interview, investment and savings advice, information on crimes and against women and reporting procedures, contacts of legal aid cells, simplified adoption procedures and much more. 
3. UP declares Noida, Yamuna E-way as electronics manufacturing zone
The Yogi Adityanath government has released its 'Uttar Pradesh Electronics Manufacturing Policy' under which Noida, Greater Noida and the Yamuna Expressway region has been declared as an electronics manufacturing zone.
  • A minister said the aim of this policy is to ensure that the state gets the status of a favourite investment destination.
  • The target of the policy is to attract investments worth Rs 20,000 crore in the ESDM sector and 3 lakh jobs by 2022.

1. Pakistan to set up $1.51 billion hydropower project in PoK
Pakistan has decided to set up a new hydropower project of over 700 megawatts in PoK through foreign financing at an estimated cost of USD 1.51 billion by 2022.
  • The Azad Pattan Hydropower Project (APHP) is a run of river scheme located on Jhelum River in the Sudhanoti district of Pakistan-occupied Kashmir and about 90 kilometres from Islamabad.
  • The project would be completed by 2022 for which the authorities have sought an import tariff at Rs 8.05 per kilowatts.
2. India ranked 90th among 163 countries in the positive peace index
Despite the unrest in the last one year, there is an atmosphere of peace in 93rd countries.
  • In the ranking released by the Institute of Economics and Peace named Positive Peace Index 2017, India has been ranked 90th among 163 countries.
  • Sweden, Switzerland and Finland are the top three countries respectively In the index.
3. Centre releases Rs 24,500 crore to compensate states post GST
The revenue loss to states on account of GST implementation was Rs 24,500 crore between July-October and the Centre has released compensation to make up for it, Parliament was informed.
  • As per the details of GST compensation released to states as on November 30, Karnataka got maximum compensation from the Centre at Rs 3,271 crore, followed by Gujarat (Rs 2,282 crore) and Punjab (Rs 2,098 crore).
  • The other states that required hefty compensation include Rajasthan (Rs 1,911 crore), Bihar (Rs 1,746 crore), Uttar Pradesh (Rs 1,520 crore), West Bengal (Rs 1,008 crore) and Odisha (Rs 1,020 crore).

  • Commerce and Industry Minister Suresh Prabhu had led the Indian delegation in the conference.

  • The World Trade Organization (WTO) is an intergovernmental organization that regulates international trade.
  • The WTO officially commenced on 1 January 1995 under the Marrakesh Agreement, signed by 123 nations on 15 April 1994, replacing the General Agreement on Tariffs and Trade (GATT).

Submarine Kalvari to be commissioned by PM Narendra Modi
Prime Minister Narendra Modi will commission India's first Scorpene class submarine, Kalvari, into the Indian Navy in Mumbai on 14 December.
  • The Mazagon Dock Shipbuilders delivered Kalvari on September 21to the Navy after successfully completing all trials.
  • Scorpene submarines can undertake varied missions such as anti-surface and antisubmarine warfare, intelligence gathering and mine laying.

Rajasthan Cabinet to accord ‘fighters for democracy’ status to MISA detainees during Emergency period
The Rajasthan Cabinet has decided to accord those detained under the Maintenance of Internal Security Act (MISA) and Defence of India Rules (DIR) during Emergency period 1975-77 outside the state, the status of ‘fighters for democracy’.
Fighters for democracy status:
i. Parliamentary Affairs Minister Rajendra Rathore said, the detainees, most of them Rashtriya Swayamsevak Sangh leaders, will now be entitled to pension and other allowances after getting the status of ‘Loktantra Rakshak Sainani’.
ii. So far, only persons detained under MISA and DIR and kept in Rajasthan jails were given monthly pension of Rs 12,000 and a monthly allowance of Rs 1,200.
iii. The pension scheme’s name had been changed to Rajasthan Loktantra Senani Samman Nidhi.
About Maintenance of Internal Security Act (MISA):
♦ Passed – 1971
♦ Purpose – gave the administration of Prime Minister Indira Gandhi and Indian law enforcement agencies super powers like indefinite preventive detention of individuals, search and seizure of property without warrants, and wiretapping


Three-day media workshop on Climate Change Reporting in Himalayas organised in Kohima
On 11th December 2017, three-day media workshop on ‘Climate Change Reporting’ began in Kohima.
Three-day media workshop on Climate Change Reporting:
i. The workshop is jointly organised by the Indian Himalayas Climate Adaptation Programme (IHCAP) of the Swiss Agency for Development and Cooperation (SDC) and Department of science and Technology (DST) in collaboration with Department of Environment, Forest and Climate Change, State Climate Change Cell, NASTEC and Centre for Media Studies (CMS).
ii. Annu Anand, head of advocacy at CMS announced the launch of a media fellowship programme under which four fellowships will be awarded to journalists to write about climate adaptation in the Indian Himalayan Region.

Rajasthan has become the first state in India to offer free e-mail address in Hindi to its residents.

Rajasthan offers e-mail IDs in Hindi:
i. The facility —
[email protected] (in Devanagari script) has been introduced by Rajasthan government. The first e-mail ID that was created was that of the Rajasthan chief minister, [email protected](in Devnagari).
ii. All the government personnel in Rajasthan will soon have an email id in Hindi too. The Hindi email ID is offered to all the Internet users.
iii. The project has been implemented by Rajasthan IT department with partnership in form of in-sourcing with private IT companies. Apart from people who use Hindi keyboard, the email also works for those who use English keyboard.

Khelo India programme to be launched at cost of 1,756 cr rupees
On December 10, 2017, Union Minister of State for Youth Affairs and Sports, Col Rajyavardhan Singh Rathore announced that Khelo India programme will be relaunched at a cost of Rs 1756 crore for the period 2017-18 to 2019-20. While making this announcement, Mr. Rathore also stated that 2018 will be celebrated as Year of Sports.
i. Under this programme, Pan Indian Sports Scholarship scheme will be rolled out. Each year, 1000 most talented young athletes across select sports disciplines will be covered in this scholarship scheme.
ii. The selected athlete shall receive an annual scholarship worth Rs. 5 lakh for 8 consecutive years.

UN Women, Facebook inaugurates ‘We The Women’ event in Mumbai
On December 9, 2017, UN Women and Facebook inaugurated ‘We The Women’ event in Mumbai, aimed to empower and recognise the contribution of women in our society.
About ‘We The Women’:
i. Famous women achievers including Union Textile Minister, Smriti Irani, Wrestler Sakshi Malik, Cricketer Mithali Raj, Television and Film Producer Ekta Kapoor participated in this event.
ii. This two-day event was held at Mehboob Studios in Mumbai under the curatorship of journalist Barkha Dutt.
iii. Participants expressed their viewpoints on various issues including sexism, gender equality and sexual harassment.
iv. The event also hosted a flea market and food stalls showcasing food items by female chefs.

Government launches door-to-door campaign against TB
Union Health Ministry has launched a 15-day door-to-door campaign across the country to eliminate the tuberculosis (TB).
Door-to-door campaign against TB:
i. Under this campaign, aimed to detect, diagnose and treat TB, Accredited Social Health Activists (ASHAs) and TB supervisors will make door-to-door visits to detect Tuberculosis patients and will give them free medical treatment till they are cured.
ii. According to data by World Health Organisation, every year, around 1.1 million TB cases (out of total 2.8 million TB cases) remain unreported and are thereby missed from treatment. The door-to-door campaign is expected to plug this slippage.
iii. Under the Revised National TB Control Programme, Union Health Ministry has set a target to reduce incidences of TB by 90 per cent by year 2025 and reduce mortality due to TB by 95 per cent by year 2030.

ASEAN – India Connectivity Summit begins in New Delhi
Association of Southeast Asian Nations (ASEAN) – India Connectivity Summit (AICS) begun in New Delhi on December 11, 2017.
About ASEA-India Connectivity Summit:
i. Theme of this two-day Summit is ‘Powering Digital and Physical Linkages for Asia in the 21st Century’.
ii. The Summit aims at accelerating existing connectivity prospects, evolving suitable policy recommendations, identifying issues of concern and developing strategies to enhance economic, trade and industrial relations between India and ASEAN member countries.
iii. Infrastructure, Shipping, Roadways, Digital, Energy, Finance and Aviation have been outlined as the focus areas for this summit.
iv. Ministers including Nitin Gadkari, Union Minister for Road, Transport and Highways, Shipping and Water Resources, River Development and Ganga Rejuvenation, Manoj Sinha, Minister of State for Communications (Independent Charge) and Gen. V.K. Singh, Minister of State for External Affairs will be attending this Summit.
v. The Summit has been organized by the Union Ministry of External Affairs (MEA) in collaboration with Confederation of Indian Industry (CII).

Aadhaar-PAN linking deadline extended to March 31, 2018
On 8th December 2017, the government extended the deadline for mandatory linking of PAN with Aadhaar by three months to March 31, 2018.
Aadhaar-PAN linking deadline extended to March 31, 2018:
i. This is the third extension given by the government to individuals to link the Permanent Account Number (PAN) with Aadhaar.
ii. Section 139 AA (2) of the Income Tax Act says that every person having PAN as on July 1, 2017, and eligible to obtain Aadhaar, must intimate his Aadhaar number to the tax authorities.

Centre sanctions Rs. 75 crore for setting up LPG bottling plant in Meghalaya
Central Government has sanctioned Rs. 75 crore for setting up a Liquefied Petroleum Gas (LPG) bottling plant in Meghalaya. This bottling plant will have an annual capacity of 13000 metric tonnes.
About LPG bottling plant in Meghalaya:
i. It is to be noted that Meghalaya is the only state in the North Eastern Region of India, in which there is no LPG bottling plant.
ii. On December 9, 2017, memorandum of understanding (MoU) in this regard was signed between Union Ministry of Petroleum and Natural Gas and Meghalaya State Government.
iii. The MoU was signed in the presence of Union Petroleum and Natural Gas Minister, Dharmendra Pradhan and Meghalaya Chief Minister, Mukul Sangma in Shillong.
iv. Currently, only 27 per cent households in Meghalaya are linked with LPG connectivity. Besides, there are 49 LPG distributors in Meghalaya. Union Minister Pradhan has said that another 20 LPG distributors have been added across the state.
