Dr.Harshvardhan launches Pt. Deen Dayal Upadhayay Vigyan Gram Sankul Pariyojana
On 22nd September 2017, The Minister of Science & Technology, Earth Sciences & Environment, Forest & Climate Change, Dr.Harshvardhan launched ‘Pt. Deen Dayal Upadhayay Vigyan Gram Sankul Pariyojana’ in Uttarakhand.
Pt. Deen Dayal Upadhayay Vigyan Gram Sankul Pariyojana:
i.This project has been inspired by teachings and ideals of Pandit Deen Dayal Upadhayay.
ii.Department of Science and Technology (DST) has planned to adopt a few clusters of villages in Uttarakhand and make them self-sustainable using the tools of Science and Technology.
iii.The main idea of this project is to acquire local resources and skill sets and transform them using science and technology. So the value addition is imparted to the local products and services, which would develop the rural community.
iv.In this case, the local communities don’t have to migrate from their native places in search of jobs.Once this concept is implemented in selected villages, it can be followed by villages all over India.
v.Four clusters at Gaindikhata, Bazeera, Bhigun (in Garhwal) and Kausani (in Kumaon) have been selected in Uttarakhand.

Government launches ‘Pradhan Mantri LPG Panchayat’ to boost PMUY
on 23rd September 2017, Union Minister of Petroleum and Natural Gas, Mr.Dharmendra Pradhan launched the ‘Pradhan Mantri LPG Panchayat’ in Mota Ishanpur village of Gujarat.
Pradhan Mantri LPG Panchayat:-
i.On this occasion, Mr.Dharmendra Pradhan handed over free LPG (Liquefied Petroleum Gas) connection to a beneficiary of PMUY (Pradhan Mantri Ujjwala Yojana) scheme.Gujarat Chief Minister Mr.Vijay Rupani was also present in the occasion.
ii.‘Pradhan Mantri LPG Panchayat’ will focus on spreading awareness among LPG users about the proper use and benefits of LPG.
iii.This Panchayat will act as an interactive forum for PMUY beneficiaries, officials, LPG distributors and NGOs (Non-Governmental Organisations).Under one Panchayat, around 100 LPG customers will be clubbed.
vi.The customers can share their experiences with others.The Panchayats will also discuss about safety practices, quality of service provided by distributors and availability of refill cylinders.

TIPS for solving Para Jumbles:
1) Try to find out clues that will help us to locate qualifier
Clues include pronouns, like he, she, it, this, that, these, those; adverbs like formally, really; article a, an and the; definers like actually, finally, another; connectors like but, yet, both, also and neither nor, or, however, nevertheless. These can help us to find out the qualifiers.

Now the question arises is what is the meaning of qualifier?
1) Qualifier is a sentence that will tell us something about the following sentence.The following sentence is the Qualified sentence.

2) Locate a Qualifier
Now, with the help of clues, try to find out qualifier and qualified sentences, so that we can make pairs of qualified and qualifier sentences to eliminate the wrong choices given in the question.

3) Eliminate alternatives
After making pairs, start eliminating the wrong choices or options given in the question.

4) Read and try to follow the sequence
In case there is more than one choice, try to follow the sequence of sentences according to the occurrence of the events.

Assam enacts Industrial Disputes (Assam Amendment) Bill 2017
On 7^th September 2017, Assam passed the Industrial Disputes (Assam Amendment) Bill, 2017, regarding lay off of employees, in Guwahati.
Industrial Disputes Assam Amendment Bill, 2017:
i.The law enables employers to lay off up to 300 employees without prior permission from the government.
ii.The employee count has been increased from 100 to 300.

iii.The law is said to increase the ease of doing business. As, employers are hesitant to recruit more number of employees because when the employee count increases more than 100, there would be problems during lay off.
iv.The Government has decided to increase the compensation of a labourer from the current 15 days salary to up to 60 days salary.

MoS Jitendra Singh to inaugurate North East Calling festival in New Delhi
Minister of State in the Ministry of Development of North Eastern Region (DoNER) Jitendra Singh will inaugurate the “North East Calling” festival in New Delhi on 9^th of Sept. 2017.
Key Points:
i.The two-day event is being organised by the Ministry of DoNER under its Destination North East series for this year.
ii.The purpose of the event is to promote the art, culture, heritage, cuisine, handicrafts, business and tourism of North East India.
iii.Dr Jitendra Singh has also launched ‘North East Venture Fund’, which is a joint initiative of Ministry of DoNER and North Eastern Development Finance Corporation Ltd.

President Ram Nath Kovind lays foundation stone for Link-4 of SAUNI Scheme
On 4^th September 2017, Mr. Ram Nath Kovind, President of India laid the foundation for Link-4 pipeline canal of SAUNI Scheme at Jasdan in Rajkot district of Gujarat.
SAUNI Scheme
i. Saurashtra Narmada Avataran Irrigation (SAUNI) Scheme was conceived by Mr. Narendra Modi when he was the Chief Minister of Gujarat.
ii. This project aims to fill up 115 dams of 11 districts of Saurashtra by overflowing water from Sardar Sarovar Dam on Narmada River by a web of 1126 km long pipeline network.
iii. The unique feature of this project is making pipe canals instead of conventional open canals which leads requires no acquisition of land and involves less water loss.

Government approves first phase of Army reforms
On 30^th august ,2017, The Cabinet Committee on Security (CCS) approved implementation of the first phase of recommendations of Shekatkar Committee. This committee was formed to recommend measures to enhance combat capability and rebalancing Defence Expenditure of the Armed Forces with an aim to increase “teeth to tail ratio”, It had given 99 recommendations to the government on December 2016, out of which the Ministry of Defence has decided to implement 65 suggestions in phased manner.

Tirumala Tirupati temple deposits 2780 kg gold with SBI
Tirumala Tirupati Devasthanams which is the famous temple of Lord Venkateswara and of the richest Hindu temple in India has deposited 2,780 kg of gold with State Bank of India under long term deposit schemeannounced on 29^th Aug 2017.

Government to expand Logistics Data Bank project to South India
Government will soon expand operation of Logistics Data Bank (LDB) project to India’s southern region. So far, it had covered only the western logistics corridor.

1.      Logistics Data Bank (LDB) project was unveiled in July 2016 at the Jawaharlal Nehru Port, Mumbai with an aim to bring efficiency in the current Logistics & Supply Chain environment through use of information technology that would be helpful for tracking and viewing the movement of containers across the port.

2.      The LDB is being implemented through a Special Purpose Vehicle called Delhi Mumbai Industrial Corridor Development Corporation Logistics Data Services Ltd. (DLDSL) — that is jointly (50:50) owned by the Delhi Mumbai Industrial Corridor (DMIC) Trust and Japanese IT services major NEC Corporation.

The Shift In Bihar

Nitish Kumar’s impending split from the Mahagathbandhan, or Grand Alliance, in Bihar had been the subject of speculation for months so that when it came, the only surprise was the swiftness and finality of the separation from Lalu Prasad’s Rashtriya Janata Dal — and of his embrace of the Bharatiya Janata Party. The sequence of events suggests that Mr. Kumar had secured the new alliance and his continuation as Chief Minister before he resigned. This is why the proffered reason for his resignation — the allegations of corruption against his Deputy Chief Minister and Mr. Prasad’s son, Tejashwi Yadav — lacked conviction. Mr. Kumar’s record of shifting fast and loose between allies is a story of political expediency and it is not entirely clear what political compulsion or personal ambition the latest move was born of. If it was naive to believe that in 2013 he led the Janata Dal (United) away from the BJP, with which he led a coalition government in Bihar, because of a sudden aversion to prime ministerial candidate Narendra Modi and communalism, then it is just as ingenuous to think that his recent move is a result of a principled fight against corruption. Surely, Mr. Kumar knew he had teamed up with a party led by a man convicted for corruption in the fodder scam when he joined hands with Mr. Prasad to fight the 2015 Bihar Assembly election? The record shows that Mr. Kumar’s rallying cry changes depending on which political party he chooses to be up against. As Mr. Kumar inched closer to the BJP, praising demonetisation, supporting its presidential candidate and even colouring a lotus at a public function, the war on corruption became his overriding theme once again. While it is likely he will steer the JD(U) on this political realignment in the days to come, a question mark remains on how long the new arrangement will last. In the BJP’s take-no-prisoners project to expand its electoral footprint, a multi-cornered contest in Bihar, on the lines of the last Lok Sabha election, could be the best-case scenario for the party in 2019. Will it have any use for the JD(U) then? As for Mr. Kumar, he has since 2005 built a constituency made up of vulnerable subsections of the electorate: women and the more backward among the Other Backward Classes, Dalits (Mahadalits), and Muslims (Pasmanda Muslims). These are voters he has sought to tie in to the development narrative with his various allies and forge winning coalitions. Whether this tactic has run its course will be known at the next election, mid-term or otherwise. The gains to the JD(U) from the patch-up are not immediately evident, if indeed Mr. Kumar sees something more durable than a settling of scores with Mr. Prasad. What is without doubt is that opposition unity has suffered a setback. The Mahagathbandhan was perceived as the template for taking on the BJP nationally — what’s more, there were many people who hoped, and once again naively, that Mr. Kumar would be at the heart of it.

A crisis of trust

During the past week, it became evident that U.S. President Donald Trump takes a dim view of his Attorney General, Je Sessions, a man whose appointment to that key role he fought resolutely for in the face of serious objections. This is not a clash of egos, but another instance of Mr. Trump’sdisdain for constitutional propriety regarding conflicts of interest and the murky issue of Russia’s influence on the 2016 presidential election. The current episode dates back four months, to when Mr. Sessions recused himself from the FBI’s inquiry into whether Moscow had interfered in the election. Although Mr. Trump at the time dismissed the notion that such action was called for, Mr. Sessions’s recusal was consistent with settled norms and with his own reassurances on Capitol Hill that he would consider being removed from any process where he thought his “impartiality might reasonably be questioned”. The President’s anger at the FBI investigation then swelled, leading to the abrupt firing of the Bureau’s Director James Comey in May. Mr. Comey had previously told the House of Representatives’ Intelligence Committee that the FBI was investigating whether the Trump campaign coordinated with Russia during the election. Since July 24, Mr. Trump has stepped up his public attacks on Mr. Sessions, describing the recusal as “very unfair”, and suggesting that Mr. Sessions showed bias in favour of Democratic election rival Hillary Clinton by not probing her emails as he should have. Observers are not surprised that Mr. Trump, a man of his own making, has shown himself to be comfortable with a casual approach toward conflicts of interest. Yet what they may not have anticipated is the extent to which his desire to protect the personal interests of his family and the business interests of the Trump Organization could eventually lead to a chasm between the White House and the Republican Party. After all, many among the party’s traditional conservatives believe firmly in the established traditions of checks and balances within the government system and would view the suspected Russian meddling through the lens of fiercepatriotism. The clearest indication that trust is fraying between the Oval Office and Capitol Hill is the fact that Representatives this week passed a tough sanctions bill with proposed measures targeting Moscow, by an overwhelming 419-3 vote. This would hamper Mr. Trump’s strategy of extending the hand of friendship to Vladimir Putin. Mr. Trump can ill afford such a trust de- cit, especially when his own officials appear to be uncertain over their boss plans. This would apply, for instance, to Defence Secretary James Mattis, who was on vacation when Mr. Trump unexpectedly announced a ban on transgender persons in the military.
