West Bengal announces life insurance of Rs. 5 lakh each for pilgrims
West Bengal State Government has announced that pilgrims coming to upcoming Gangasagar fair will be provided life insurance cover amounting to Rs 5 lakh each.
i. Gangasagar fair is held annually on the occasion of Makar Sankranti at the confluence of the Ganges at Sagra Islands in South 24 Parganas district.
ii .Around 5-6 lakh pilgrims attend this fair. Every year, several deaths are reported from this fair that are caused due to sinking of boats, stampede, fire and cold.
iii. The premium for this insurance cover of Rs. 5 lakh will be borne by West Bengal State Government.

Jammu & Kashmir government launches SAUBHAGYA to provide free electricity
On 11th December 2017, the Jammu and Kashmir government launched SAUBHAGYA (Sahaj Bijli Har Ghar Yojna) with an aim to provide free electricity connections to poor people in the state.
SAUBHAGYA launched in Jammu & Kashmir:
i. SAUBHAGYA, an initiative taken by the prime minister, seeks to provide electricity to 4 crore families across India by December 2018. Jammu & Kashmir’s Deputy Chief Minister Nirmal Singh launched the scheme.
ii. He said electric connections would be given to poor people, identified by the Socio Economic and Caste Census of 2011 and others sections for Rs 500, payable in 10 installments in the bill. The scheme also provides on-the-spot registration of applicants.

Hyderabad to become ‘beggar-free’ city
Telangana Prisons Department has started a drive to turn Hyderabad into “Beggar Free” city. This drive was first launched ahead of the Global Entrepreneurship Summit that was held in Hyderabad from 28th – 30th November, 2017. Delegates from across the world, including United States President, Donald Trump’s daughter Ivanka Trump attended this summit.
i. Under this drive, Prisons Department has started two Beggar homes, one is in Challapalli jail for female beggars and another in Chanchalguda jail for male beggars.
ii. The Beggar Homes have all kinds of facilities including cot, mattress, TV and pillows.
iii. Several programmes to give education and boost morale of beggars are also being conducted at these Beggar Homes.
iv. Besides, beggars at these homes are also being provided breakfast, lunch and dinner with two times tea. Prisons Department is spending Rs. 68-70 per head for diet for beggars.

India unveils third National Wildlife Action Plan for 2017-2031
On October 2, 2017, Union Environment Minister Dr. Harsh Vardhan unveiled India’s third National Wildlife Action Plan for 2017-2031, which outlines the future road map for wildlife conservation across the country. The plan was unveiled on the inaugural day of the Global Wildlife Programme (GWP) conference in New Delhi, which is jointly hosted by India, World Bank and United Nations Development Programme. 
i. Approach: A “landscape approach” will be adopted to conserve all wildlife that have an ecological value to the ecosystem and to mankind, irrespective of its place of occurrence.
ii. Action for recovery of threatened species: The plan lays special emphasis on recovery of threatened species of wildlife while conserving their habitats.
Odisha government creating land bank for industrial allocation
Odisha State Government is creating a 1.2 lakh acre land bank across the state which will be allocated for industrial use and purposes.
i. The land bank is being created to cut red tape and pre-emptively settle local issues related to the land acquisition process.
ii. So far the size of the land bank has reached 57,655 acres. Odisha State Government has also identified other areas across the state which will be brought under this land bank. Another 122,428 acres of land is being considered to be brought under the land bank.
1st community toilet for third gender inaugurated in Bhopal
On 2nd October 2017, Madhya Pradesh Chief Minister, Mr.Shivraj Singh Chouhaninaugurated a community toilet for third gender, in the Mangalwara area, Bhopal.
1st community toilet for third gender:
i. This is the first community toilet for exclusive third gender usage in India.
ii. This toilet was constructed by the Bhopal Municipal Corporation (BMC).
iii. It was built at a cost of Rs.35 lakh. It also has a change/make-up room.
iv. Different signs for men, women, handicapped and transgender people are put on the doors of the toilet.
v. Transgender people live in large numbers in the Mangalwara area.
vi. Mr.Shivraj Singh Chauhan also said that, the state government would provide an additional assistance of Rs.1.5 lakh to the third gender community, for constructing houses under the Pradhan Mantri Awas Yojana.

NHAI launches 50 Free Eye Check-up camps on National Highways
On 2nd October 2017, The Minister of Road Transport & Highways Mr.Nitin Gadkari launched the countrywide Free Eye Check-up Campaign at Panjari Toll Plaza, Nagpur Bypass, Nagpur, in Maharashtra.
Free Eye Check-up Camps:
i.This free eye checkup camp will be conducted for five days till 6th October 2017. 50 free eye check-up camps have been set up on identified national highways.
ii. This initiative is aimed to provide clear vision and safe travel for truck drivers. Also, free spectacles up to a certain power as prescribed by the eye specialist are distributed.
iii. The cleaners can also avail this facility on producing a valid driving license. Defects like cataract will be identified and medicines will be prescribed.
iv. This would reduce the number of accidents involving trucks in national highways.

TRIFED organised National Workshop on Minimum Support Price for Minor Forest Produce
On 25th September 2017, TRIFED (Tribal Cooperative Marketing Development Federation of India) organised a National Workshop on Minimum Support Price (MSP) for Minor Forest Produce (MFP), in New Delhi.
National Workshop on Minimum Support Price for Minor Forest Procedure:
i. Minister of Tribal Affairs Mr.Jual Oram inaugurated the workshop.
ii. Ministers of State for Tribal Affairs Mr.Jaswantsinh Sumanbhai Bhabhor and Mr.Sudarshan Bhagat were present in the occasion.
iii. The workshop was conducted in order to expand the Minimum Support Price for Minor Forest Procedure scheme throughout India.
iv. Currently, this scheme is carried out in 9 states.
TRIFED Signs MoU with Amazon for online sale of tribal products:
i. TRIFED has signed an MOU with Amazon Seller Services Pvt. Ltd for sale of tribal products through e-commerce venture www.amazon.in.
ii. “TRIBES INDIA” showrooms managed by TRIFED has 42 retail outlets and 13 tie-up stores with State level Emporiums in various parts of India.

Cabinet Approvals on 20th September 2017
The union Minister chaired by Prime Minister Shri Narendra Modi has made approvals for different category on 20th Sept. 2017.
  • Cabinet approves introduction of the Dentists (Amendment) Bill, 2017 

Prime Minister Shri Narendra Modi, as union cabinet chairman has given  approval for beginning of the Dentists (Amendment) Bill, 2017 in Parliament subject to modifications of drafting or significant nature, if any, as may be considered necessary by the Legislative Department by amending the Dentists Act, 1948 (16 of 1948).
  • Cabinet approves revamped ‘Khelo India’ programme

A revamped ‘Khelo India’ scheme has been approved by union cabiner. There may be 1,000 selected athletes will receive an annual scholarship of Rs5 lakh each for eight years under this scheme.
The program aims to cover about 200 million children in the age group of 10-18 under a massive national physical fitness drive.
  • Cabinet apprised of the progress under National Health Mission and decisions of the Empowered Programme Committee and Mission Steering Group of NHM 

The Union Cabinet has been apprised of the progress under National Health Mission (NHM). The Cabinet was also approved  the decisions of the Empowered Programme Committee (EPC) and Mission Steering Group (MSG) of NHM.  National Rural Health Mission (NRHM) and National Urban Health Mission (NUHM) became two sub-missions under the overarching NHM.

Jharkhand Government launches Shaheed Gram Vikas Yojana
On September 17,2017 Jharkhand Government launched the “Shaheed Gram Vikas Yojana”  at  Ulihatu Village ,Khunti district of Jharkhand. BJP President Amit Shah along with Jharkhand Chief Minister Raghubar Das launched the initiative.
The scheme aims at developing the  villages of freedom fighters in the state . Ulihatu Village is  the birth place of freedom fighter and Jharkhand’s tribal icon, Birsa Munda.
Benefits of Shaheed Gram vikas yojana:-
i. villages of many tribal freedom fighters will be developed and their habitants will be provided basic amenities. Amit shah gave away gas connections, solar lamps to some of the beneficiaries.
ii.136 pucca houses will be built. Development in this area was sluggish due to left wing extremism.
Tripura is first state to set up district family welfare committees
On September 18,2017 ,Tripura became the first state in the country to set up family welfare district committees to deal with the issue of fake and biased complaints by women against their husbands, in-laws and husband’s relatives.
These committees have been formed as per the directives if supreme court. State Governor Tathagata Roy in the presence of Chief Minister Manik Sarkar and other high dignitaries formally launched the family welfare committees in all eight districts in Tripura.
The working mechanism  of these committees:-
i. The family welfare district committees may comprise para-legal volunteers or social workers or retired officers or even the wives of serving officers,
ii. The panel members will not be called as witnesses if the police or magistrate decide to investigate a particular case.
iii. After filing of complaint by a woman against her husband, in-laws and husband’s relatives, the district family welfare committees would scrutinise the complaint, try to mitigate and mediate between the two sides to settle the dispute
iv. After the district family welfare committees have submitted their report, the police officials would start appropriate legal action. The police action will follow if the case is genuine.

Home Minister launches Intelligence wing of Sashastra Seema Bal and WARB app
Union Home Minister Rajnath Singh has launched first Intelligence Wing of Sashastra Seema Bal (SSB) and Welfare & Rehabilita tion Board (WARB) App in New Delhi authorized to Protect the shared borders of India with Nepal and Bhutan. It has been confirmed as the Lead Intelligence Agency (LIA) for both the Indo-Nepal and Indo-Bhutan borders.
Need of Intelligence Wing of SSB  :-
i.SSB Director General Archana Ramasundaram informed that Intelligence Wing of Sashastra Seema Bal (SSB) is used to prevent criminals and smugglers from taking advantage of the friendly borders with Nepal and Bhutan.
ii.The intelligence wing will have 650 field and staff agents to gather information about these borders frequently used by criminals and Kashmiri terrorists returning from Pakistan.
Welfare and Rehabilitation Board (WARB) App :-
Welfare and Rehabilitation Board (WARB) App implements to facilitate retired CAPFs (Central Armed Police Forces) and Assam Rifles personnel to get their grievances redressed, then can look for skill development training through National Skill Development Corporation under Pradhan Mantri Kaushal Vikas Yojna, re-employment and other relevant important information.

INS Garhial carries relief material under ‘operation Insaniyat’ for Rohingya refugees
India will be started ‘operation Insaniyat’ by INS Garhial to help Bangladesh for the Rohingya refugees. Indian Navy will carry around 86 thousand family packs as relief material in the ongoing operation.
·         The ship will be expected to reach Chittagong on 25th of this month. The ship carries relief material consisting of rice, pulses, sugar, salt, cooking oil, biscuits and mosquito nets will be provided to the affected people.
·         On 14th and 15th of September ,A C-17 Globemaster aircraft of the Indian Air Force delivered around 107 tonnes of relief material for Rohingya Muslim refugees in Bangladesh in two sorties to Chittagong.
Each jute bag based family pack has rations, toiletries and mosquito net. These have been handed over to District administration in Cox Bazar for distribution to refugees.

Cabinet Approvals on September 2017



On 12th September ,2017 the cabinet approved introduction of certain bills and MoU’s for the socio- economic welfare of the people residing within it.

The cabinet approves the introduction of the Payment of Gratuity (Amendment) Bill, 2017 in the Parliament

   This amendment will be beneficial for persons who are not covered under CCS (Pension) Rules, at par with Central Government employees. This Amendment will increase the maximum limit of gratuity of employees, in the private sector and in Public Sector Undertakings/ Autonomous Organizations under Government of India.

Why this amendment ?

    Before implementation of 7th Central Pay Commission, the ceiling under CCS (Pension) Rules, 1972 was Rs. 10 Lakh, After the  implementation of 7th Pay Commission, for Government servants, the ceiling now is Rs. 20 Lakhs .Therefore, considering the inflation and wage increase for the employees engaged in private sector, the Government viewed that the ceiling of gratuity should be revised for employees who are covered under the Payment of Gratuity Act, 1972.

Cabinet approves implementation of the scheme “Dairy Processing & Infrastructure Development Fund”
On September 12,2017, Cabinet Committee on Economic Affairs(CCEA) approved a “Dairy Processing & Infrastructure Development Fund” (DIDF) with an outlay of Rs10,881 crore during the period from 2017-18 to 2028-29.This fund will give new impetus to the dairy industry and to people relying on it.The project will be implemented by National Dairy Development Board (NDDB) and National Dairy Development Cooperation (NCDC).
The objective of the fund : – 
i)Building an efficient milk procurement system by setting up of cold storage infrastructure.
ii)Installation of electronic milk adulteration testing equipment
iii)Creation/modernization/expansion of processing infrastructure and manufacturing faculties for Value Added Products for the Milk Unions/ Milk Producer Companies.

Chennai-Vladivostok sea route: India’s effort to counter China’s OBOR
India is planning to launch major connectivity initiative, connecting Chennai with key Russian port Vladivostok via sea route with an aim to harness natural resources from Northeast Asia and Western Pacific region. This effort by government of India will counter china’s OBOR project.
Importance :-
i. This shipping link would enable to transfer cargo between Chennai and Vladivostok in 24 days in comparison to over 40 days currently taken to transport goods from India to East Russia via Europe
ii. This proposed maritime route which could be transformed into a corridor could compete with Indo-Japan

3 – The Cabinet Committee on Economic Affairs approves survey of Un-appraised Areas of Sedimentary Basins of India.
Details: –
1.      Project cost is Rs. 2932.99 crore spread over five years. The Target year is 2019-2020.
2.      National Oil Companies (NOCs) are meeting the fund requirement from their own sources, which will be reimbursed by the Government. The project will be implemented by NOCs, i.e. Oil India Limited (OIL) and Oil and Natural Gas Corporation (ONGC). OIL will conduct survey in North – Eastern States while remaining area will be covered by ONGC
3.      It will be monitored by Directorate General of on monthly basis.
4 – The Cabinet Committee on Economic Affairs approves doubling of Daund-Manmad Railway Line for promoting Speedy, Reliable & Safe Service

Mongolian lawmakers have voted to dismiss the Prime Minister and his Cabinet for alleged incompetence and corruption related to the signing of government contracts with companies linked to three Cabinet members.
  • A majority of lawmakers from the ruling Mongolian People's Party joined members of the opposition to pass the motion demanding that Prime Minister Jargaltulga Erdenebat and his 14-month-old Cabinet resign over the granting of contracts worth 328 million US Dollars.
  • The MPP controls 65 seats in the 76 member Great Hural, with the opposition Democratic Party and independents sharing the remainder. Out of 73 lawmakers present during the voting, 33 from the MPP and nine opposition and independent lawmakers voted for the dismissal.
  • Parliament is expected appoint a new Cabinet and Prime Minister in 45 days, and the current officials will continue serving in the interim.

i. MoU signing ceremony was held in the presence of Dr. Harsh Vardhan – Minister of Science & Technology, Earth Sciences, Environment, Forests and Climate Change and Mr. Prakash Javadekar – Minister of Human Resource Development.
