1. World Congress of Optometry begins in Hyderabad
The second World Congress of Optometry began in Hyderabad to discuss new ideas and share research and knowledge about various facets of optometry.
•    It will be focused on the future of optometry, upgrading optometrists' skills, as well as developing clinical and professional knowledge and skills.
•    The conference theme is ‘Accessible, quality vision and eye health’.
•    The biennial congress is a World Council of Optometry (WCO) initiative organised in partnership with the Asia Pacific Council of Optometry (APCO) and the India Vision Institute (IVI).

2. Centre allots Rs 60,000 cr to interlink rivers in Maharashtra
Union Water resources minister Nitin Gadkari and Maharashtra Chief Minister Devendra Fadnavis announced a Rs 60,000 crore plan to link rivers in the state.
•    Fadnavis and Gujarat CM Vinay Rupani will be soon signing a pact for river water sharing too to improve the water crisis situation in Maharashtra.
•    Gadkari said that the Centre will provide financial assistance to the tune of up to Rs 60,000 crore in the next two years to the state for developing river-linking and irrigation projects under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY).

•    Maharashtra is a state in the western region of India and is India's second-most populous state and third-largest state by area.
•    Mumbai is the capital of Maharashtra. Nagpur is Maharashtra's second capital as well as its winter capital while Pune is regarded as its Cultural Capital.

3. 80 lakh students to get enrolled under countrywide ‘school chalo abhiyan’
Union Human Resource Development Minister Prakash Javadekar said the government will undertake a programme from next year to enrol “70-80 lakh” students in the country who are out of schools.
•    “There are about 70-80 lakh children who are not going to schools. We have thought of a plan to address the problem.It will be known as ‘school chalo abhiyan’,” Javadekar said.

1. Hon’ble Raksha Mantri Flags off Navika Sagar Parikrama
Smt. Nirmala Sitharaman, Hon’ble Raksha Mantri flagged-off Indian Naval Sailing Vessel Tarini (INSV Tarini) with an all women crew from INS Mandovi boat pool, Goa.
  • This is the first-ever Indian circumnavigation of the globe by an all-women crew and shall attempt to circumnavigate the globe on Indian Navy’s sailing vessel INSV Tarini.
  • The crew is expected to return to Goa in April 2018, on completion of the voyage.
  • The expedition will be covered in five legs, with stop-overs at 4 ports viz. Fremantle (Australia), Lyttleton (New Zealand), Port Stanley (Falklands), and Cape Town (South Africa).

2. Telangana Home Minister inaugurates water ATMs
Safe Water Network, an international NGO has partnered with Greater Hyderabad Municipal Corporation (GHMC) to launch water ATMs, providing affordable, 24x7 safe water access in Hyderabad.
  • The first of the ATMs was inaugurated by Telangana State Home Minister N Narasimha Reddy at Nalgonda X Roads.
  • A total of 200 ATMs will be set up to reach a targetted 150,000 people. In the first phase 50 water ATMs will be operationalised by next year.

  • Telangana is one of the 29 states in India, located in southern India. It was formed on 2 June 2014 as the youngest state in India.
  • It is the twelfth largest state in India, and the twelfth most populated state in India.
  • K. Chandrashekar Rao is the Chief Minister while E. S. L. Narasimhan is the Governor of Telangana.

Read the passage given below and solve the questions based on the passage
The painter is now free to paint anything he chooses. There are scarcely any forbidden subjects, and today everybody is prepared to admit that a painting of some fruit can be as important as a painting of a hero dying. The Impressionists did as much as anybody to win this previously unheard-of freedom for the artist. Yet, by the next generation, painters began to abandon the subject altogether, and began to paint abstract pictures. Today the majority of pictures painted are abstract.
Is there a connection between these two developments? Has art gone abstract because the artist is embarrassed by his freedom? Is it that, because he is free to paint anything, he doesn’t know what to paint? Apologists for abstract art often talk of it as the art of maximum freedom. But could this be the freedom of the desert island? It would take too long to answer these questions properly. I believe there is a connection. Many things have encouraged the development of abstract art. Among them has been the artists’ wish to avoid the difficulties of finding subjects when all subjects are equally possible.
I raise the matter now because I want to draw attention to the fact that the painter’s choice of a subject is a far more complicated question than it would at first seem. A subject does not start with what is put in front of the easel or with something which the painter happens to remember. A subject starts with the painter deciding he would like to paint such-and-such because for some reason or other he finds it meaningful. A subject begins when the artist selects something for special mention. (What makes it special or meaningful may seem to the artist to be purely visual – its colours or its form.) When the subject has been selected, the function of the painting itself is to communicate and justify the significance of that selection.
It is often said today that subject matter is unimportant. But this is only a reaction against the excessively literary and moralistic interpretation of subject matter in the nineteenth century. In truth, the subject is literary the beginning and end of a painting. The painting begins with a selection (I will paint this and not everything else in the world); it is finished when that selection is justified (now you can see all that I saw and felt in this and how it is more than merely itself).
Thus, for a painting to succeed it is essential that the painter and his public agree about what is significant. The subject may have a personal meaning for the painter or individual spectator; but there must also be the possibility of their agreement on its general meaning. It is at this point that the culture of the society and period in question precedes the artist and his art. Renaissance art would have meant nothing to the Aztecs –and vice versa. If, to some extent, a few intellectuals can appreciate them both today it is because their culture is an historical one; its inspiration is history and therefore it can include within itself, in principle if not in every particular, all known developments to

Assam enacts Industrial Disputes (Assam Amendment) Bill 2017
On 7th September 2017, Assam passed the Industrial Disputes (Assam Amendment) Bill, 2017, regarding lay off of employees, in Guwahati.
Industrial Disputes Assam Amendment Bill, 2017:
i.The law enables employers to lay off up to 300 employees without prior permission from the government.
ii.The employee count has been increased from 100 to 300.
iii.The law is said to increase the ease of doing business. As, employers are hesitant to recruit more number of employees because when the employee count increases more than 100, there would be problems during lay off.
iv.The Government has decided to increase the compensation of a labourer from the current 15 days salary to up to 60 days salary.

MoS Jitendra Singh to inaugurate North East Calling festival in New Delhi
Minister of State in the Ministry of Development of North Eastern Region (DoNER) Jitendra Singh will inaugurate the “North East Calling” festival in New Delhi on 9th of Sept. 2017.
Key Points:
i.The two-day event is being organised by the Ministry of DoNER under its Destination North East series for this year.
ii.The purpose of the event is to promote the art, culture, heritage, cuisine, handicrafts, business and tourism of North East India.
iii.Dr Jitendra Singh has also launched ‘North East Venture Fund’, which is a joint initiative of Ministry of DoNER and North Eastern Development Finance Corporation Ltd.
